You can apply for the authorization certificate at the VfB by mail. You can download the document for your first-time application here.
Please note that, in addition to the first-time application or the amended application (available in German), you must also fill in the document “Anforderungen an Datenschutz und -sicherheit” (requirements for data protection and data security) and the “Nachweis der Erforderlichkeit” (proof of necessity). These three documents are included in the link above.
